Found at the heart of the city, the Victoria Park Rivers District is Calgary’s birthplace. Although once a thriving mixed-use community, the area has become characterized by crime and social issues, environmentally contaminated lands, inadequate infrastructure, and inaccessibility.

The district has been slated for redevelopment since 2007, and numerous plans and projects have been proposed for the area, all with a consistent vision to return to a compact and resilient mixed-use neighbourhood. O2 Planning + Design’s Infrastructure Master Plan for the Victoria Park Rivers District builds upon the existing planning precedents to deliver the comprehensive overarching strategy that has been missing.

With the master plan O2 proposes the implementation of creative solutions to revitalize the underdeveloped community. Following an integrated planning approach, the ultimate goal of the Master Plan is to bring residents, businesses, and visitors into the community, fostering a complete neighbourhood that thrives year round without reliance on entertainment venues for economic success.

Through carefully structured public spaces, mixed-use urban design guidelines, and inclusionary zoning measures, O2’s plan for the Rivers District encourages vibrant streets and a strong sense of place.

Intensification increases active transportation and transit use, while reducing congestion and the need for sprawling infrastructure investments on the city’s periphery. These sustainable solutions enhance connectivity while recognizing the area’s history and potential.
